For the first big Steam sale, October 28-October 30, which was a midweek sale in Halloween week(!), they needed to address community complaints, so starting in September, Pavel worked on the game again, and an update was announced for October 22nd which was delayed and delivered a lot less than what was announced (most important omissions were mod support and "free-roam camera") and instead provided steering wheel support (which was Kickstarter goal that so far hadn't been delivered). After the game came out in June 2014, oovee was out of money until royalty payments came in, so Pavel wasn't paid any more and, apart from some hotfixes, stopped working on the game. Oovee then ran a Kickstarter, and they used the money from that Kickstarter to pay Pavel. At some point (I haven't learned much about that yet), he went into a partnership with Oovee, who got the rights to the game, with Pavel retaining ownership of the game engine. Executive summary: it's Pavel who really develops Spintires, Oovee acts more like a publisher than an employer, and it got public since they censored him and didn't pay him.
